This is what was discussed at the Planning Commission meeting in which this mine was approved for recommendation to the City Council.

Staff Report
Here is the staff report given to the Fernley Planning Commission.  Look at the objection in hand writing on page 89.

Material Safety Data Sheet from Nevada Cement for Portland Cement
Look on page two and you will see under Carcinogenic Potential:
"Crystalline silica is now classified by IARC as a known human carcinogen."
The pozzalan deposit will contain both amorphous and crystaline silica.

Material Safety Data Sheet for Raw Pozzalan
In Section 5 - HEALTH HAZARD DATA, you will see crystalline silica listed.

City of Fernley Strategic Plan
, 2008 - 2011
Here is the Vision as listed on page 7:
"To be the best place in the West to live, work and play." 
Creating a mine, with carcinogens or not, and sending 30 to 40 ton trucks through residential neighborhoods does not seem to fit within that vision.  Look at the rest of the document and see if the strategic plan fits in with this mine opening so close to the city.

USGS Crystalline Silica Primer
This document gives you the Federal stance on crystalline silica.

No Health Risks?  NCCs position on this point has been that there are minimal health risks, and any risks will be mitigated by governmental monitoring and enforcement.  Two documents below, Environmental Impacts of Sand and Gravel Operations in New Mexico, and Environmental Effects of Gravel Mining, repudiate the NCC position.  These documents help to definitively establish two facts pertinent to this type of industrial activity: 1.  Open surface mining of the type described in the NCC special use permit application (SUP 09-20) will inevitably generate airborne silica dust that poses a significant health hazard to the citizens of Fernley.  2.  Federal, state and local agencies generally lack both the capacity and inclination to monitor or regulate these hazardous emissions.
