Provide up to 4 new local jobs in Fernley

Create an export for Nevada Cement
This pozzolan deposit will replace fly-ash they are currently importing.  In addition, a new product line can be exported, creating a new revenue source.

Push Fernley's Master Plan
They claim by possibly creating a dirt road along Alternate Route #2, Sario Drive, they will be helping move the Fernley hills master plan along.  They are also creating slowing lanes for both Sage and Sario Drive

"Mr. Sells said the benefits to the City of Fernley included: a reduced need to import fly
ash, creation of four new jobs, capital activities to create areas to store and process the
material at the existing plant, and the exportation of the product for sale."

Refuting Nevada Cement's Position

Local Jobs
New jobs would be nice.  There is no guarantee the people hired will be local. 

New Export
This would help Nevada Cement, but not to a great extent unless the mine size was greatly increased.  Additionally, any tax revenue created from the additional export would surely be lost in the lost tax revenue when the Fernley hills are developed.  Who wants to have a mine right behind their house?  See Why This Mine is a BAD Idea for more information.

Fernley hills Master Plan
The addition of a new dirt road is insignificant in the development of the area.  The slowing lanes will not be able to be used by the trucks as both Sage and Sario are too narrow for a large truck to turn.

Conclusion

This cannot be the only pozzolan deposit in the area.  The representative for Nevada Cement herself said that it was found by an employee walking their dog. 

Surely another deposit can be found outside any area zoned residential in which the dust and trucks will provide no liability for Nevada Cement or the City of Fernley, not to mention the health and quality of living of Fernley citizens.
